Rules for the 2025 United Kingdom Election to the 39th World Zionist Congress
Eligibility to Register to Vote - As amended on 9 June 2025
- Voter Eligibility:
Any Jewish person who will be at least eighteen years of age on 30 June 2025, who resides permanently in the United Kingdom, and who did not vote in the Israeli Knesset election held on 1 November 2022 or in an election to the 39th World Zionist Congress in any other country, is eligible to vote in this election. - Registration Requirements:
- Personal registration is mandatory.
- Registration shall require full name, residential address, email, phone number, date of birth, and a statement affirming:
- Jewish identity,
- Residency in the United Kingdom,
- Adherence to the Jerusalem Program,
- That the registrant did not vote in the most recent Knesset election or in the elections to the 39th World Zionist Congress in any other country.
- Voter identification
To complete voter registration, a voter must complete an ID verification process. Accepted forms of ID are those listed by the UK electoral Commission. - Zionist Shekel:
A registration fee of £1 will apply. This is known as the Zionist Shekel. This will be paid electronically on registration. - Data Protection:
The company handling voter registration will keep data safe in accordance with all applicable laws. For purposes of privacy and data protection, the electoral roll will only be available to view by the members of the tribunal. - Complaint Resolution:
Any issues with registration will be referred to the Area Election Committee (AEC) Co-Chairs or the tribunal as necessary. - Voter Registration Timing
Voter registration will take place from 8 April to 13 May 2025.
Eligibility of Organisations and Slates
- Organisations Eligible to Run Slates:
- Only organisations that are members in good standing of the Mizrachi Federation or the Zionist Federation UK are eligible to run slates.
- Two or more organisations eligible to run a slate, may run on a joint slate.
- Outstanding payments due to the Federations must be settled by 8 May 2025.
- New organisations must apply for membership by 28 February 2025. Any organisation that did not have mandates in 2020, will require endorsement of their slate by at least 300 eligible voters – these names must be submitted no later than 1 May 2025. The deadline for verifications of endorsements is 23 June 2025. - Slate Composition Requirements:
- Slates must declare intent to run in the election by 1 April 2025 at 5pm by email to the co-chairs.
- Slates must submit all candidate details, Letters of Assent, and fees by 8 May 2025.
- Slates must contain a minimum of 40% female candidates.
- A minimum of 25% of candidates must be aged 18–35.
- Final lists of elected delegates must comply by these rules
- Voter Registration
Voter registration will take place from 8 April to 20 May 2025. To complete voter registration, a voter must fulfil the registration requirements and complete an ID verification process. Accepted forms of ID are those listed by the UK Electoral Commission. - Voting Period:
Voting will take place from 8:00 a.m. Sunday, 6 July 2025, until 8:00 p.m. Thursday, 10 July 2025. - Voting Methodology:
- Electors will cast a single vote for a slate of their choice.
- Votes for slates will determine delegate allocation using the proportional representation method:
- The total number of valid votes is divided by the number of delegates.
- Delegates are allocated to each slate which received a number of votes equal to or higher than the threshold. The number of delegates allocated to each slate is calculated based on the number of votes it received as a proportion of the total number of votes cast for all slates which cleared the threshold. Non-integer numbers of delegates will be rounded up or down as mathematically appropriate.
- Where this calculation would result in any slate being entitled to more than five delegates, that slate shall be allocated five delegates only, and any additional delegate entitlements shall be redistributed as follows:
i. The total number of excess delegates from all slates subject to the limitation shall be calculated.
ii. Such excess delegates shall be redistributed proportionally among all other qualifying slates (excluding those already subject to the 3 five-delegate limitation) in accordance with the number of votes they have received as a proportion of the total number of votes cast for any uncapped slates.
iii. Where the redistribution process would result in any slate exceeding the five delegate limitation, such slate shall receive five delegates only, and the redistribution process shall be repeated until all delegates are allocated.
iv. This process shall continue iteratively until no further redistribution is required.
v. If rounding errors result in fewer than 19 delegates being allocated in total, the excess delegate will be awarded to the uncapped slate which received the highest total number of votes.
- The redistribution calculation under sub-paragraph (c) hereof shall be conducted by a committee to be appointed by the AEC based on certified election results as provided by the election management company, with each iteration following the same proportional basis until final allocation is achieved. e.
- There will be no surplus vote agreements or transfers of votes between slates.
- To preserve democratic representation amongst the UK delegation and in order to prevent manipulations of the voting system, a two-thirds majority of the Area Election Committee shall be required to change or suspend this structure in this or in any future elections.
Registration and Voting Platform
- Online Process:
- Voter registration will take place online via a secure platform managed by an impartial company.
- Voting will be conducted online via a secure platform managed by an impartial elections company.
2. Transparency and Public Access:
- All registered slates, platforms, and candidate names will be published online.
- Conduct Standards:
- Campaigning must remain positive and must not denigrate other slates.
- There is a zero tolerance of threats to candidates and/or voters.
- Payments or incentives to voters are strictly prohibited.
- Sanctions – candidates or slates breaching the rules will be disqualified. - Publicity Efforts:
The AEC will ensure widespread communication about the election within the UK Jewish community.
- Voter Complaints:
Individual complaints regarding registration or voting will be handled by the election company, escalated to the AEC Co-Chairs if unresolved. - Organisational Complaints:
Complaints from organisations about election procedures will be directed to the AEC Co-chairs or tribunal. - Tribunal
